Is it true that a restraint can not be used until the nursing home resident has fallen? The restaint being a foam laptop across the wheel chair? This patient is not restrained and gets up and trys to walk very unsteadily, is confused and if not seen and placed back in her chair, she would fall. But, they say they are not allowed to restrain her. It is only a matter of time and the fall will happen??
