There would also be less threat of malpractice if hospitals and licensing boards weeded out the small percent of physicians who are responsible for the bulk of malpractice, Over the last 20 years in most states only about two percent of physicians were responsible for over half of all the money paid out for malpractice, and many of them had multiple payments in their records but no action against them by licensing boards or hospitals, as demonstrated by analysis of the National Practitioner Data Bank's public use data file.
