The Obama Administration should start random drug and alcohol testing of surgeons, with mandatory treatment being the result of a positive test. And the justification? There is no other way to protect our most vulnerable citizens, etc.from these one-percenters; besides Big Government is paying the bill in many cases and people do not have a right to privacy except for abortion.
