Was dehydration and/or fever a contributing or coincidental factor in the 29% who did suffer a stroke?

What is not mentioned here, is the obesity level of the children. We know more strokes are happening with children than in years past due to obesity. There is probably a relation between those children who have infections and have other risk factors for stroke being the ones more likely to have the stroke.

You'll find that the children who had strokes are also at high risk for sleep-related breathing disorders. Infections can narrow the already narrowed upper respiratory tract, causing sudden increases in snoring apneas, which are known risk factors for stroke. They should have asked if the parents snore or have possible obstructive sleep apnea.
