Para five is the first mention correlating the lower number of the measured minorities applications from which the grant recipients were selected. No doubt if fewer are submitted a lower number of grants will be expected without the onus of implied discrimination.

The article does not particularly satisfy concern for an objective presentation of statistics. Facts are another story altogether as we all know statistics may be demonstrated in a manner to convey whatever the presenter desires.

What if the minority group selected for study included a higher percentage of individuals satisfied to reach that level and not demonstrate the motivation to write proposals for grants? What if that lack of "production" is tolerated more when among the selected minority of the study by their institutions?

The treatment of this subject nearly reaches being inflammatory without clarifying the premise and comparing the known values with the broader populations of the study.
