Metaxas pointed out that there was a difference between patients who were unable to pay their medical bills – patients he says doctors are morally obligated to treat – and patients who simply refuse to pay their bills. Under the former model, doctors turned everything unpaid over to a collections agency after sending multiple bills and reminders by mail. A new system could allow doctors to differentiate between those who can't pay their bills and those who simply won't.
