But in some parts of the Russian federation, increases of up to 700 percent in overall HIV infection rates have been found since 2006.
"Eastern Europe has some of the highest concentrations of HIV among people who inject drugs," said Michel Sidibe, executive director of UNAIDS.
Nina Ferencic, author of the report, said AIDS is spreading from drug users to their female partners and then to children.

With this pressing information it's a wonder that so many people still live their lives like this diease doesnt exist,they start vicious rumors about people as if its something to joke about,they dont believe it can happen to them,or they just refuse to educate themselves on it. My prayers go out to people living with this diease and I thank god that he has spared me from it. I lost a very close family member to AIDS and I wish I could have saved him from it, may he rest with the angles.

It's not poverty that is driving the high rates of HIV. It's lack of education that causes both poverty and the ills that accompany it.
The majority of folks who are below the poverty level do not seem to have the much educational emphasis in their lives. Folks who are ignorant, I said ignorant not stupid, tend to make uninformed decisions about lots of stuff including sex and drugs.
Correlation and causation are two different things.

There is a factor that doesn't seem to be mentioned here.
In the last five years, some organizations have used the latest African trials to recommend circumcision as a measure to prevent AIDS.
Are scientists looking at this at all? The fact of the matter is that a large percentage of the male population in the US is already circumcised, something like about 80%. How much of the studied poor population is circumcised vs. anatomically correct?
We need to be conducting our OWN studies here in the US. The fact is, when the AIDS epidemic hit this country in the 1980's the rate of circumcision was much higher, at about 90%. The "protection" that circumcision was supposed to offer against HIV transmission is yet to be seen.
In other countries, the "protection" remains to be seen as well. AIDS is a rising problem in Israel, where the majority of the male population is already circumcised. On Wednesday, July 7th, two weeks ago, Malaysian AIDS Council vice-president Datuk Zaman Khan announced that than 70% of the 87,710 HIV/AIDS sufferers in the country are Muslims (in other words CIRCUMCISED). The Muslim, circumcised population accounts for 70% of the incidence of HIV, but only 60% of the population, which would mean that the circumcised population is getting HIV at a much higher rate than the non-circumcised population.
Are scientists paying attention to this?
If circumcision is worthless, then our nation spends millions on a worthless "protection measure," when that money could be being put to better use. In hard economic times, especially at a time where money is being cut from AIDS funds, we need to be spending wisely. 34 states still pay for routine circumcision. It would be a money-saver if they could stop paying for a worthless procedure in half our nation's population, when condoms and education have been proven to be cheaper, and more effective.
