The European-based field of biometeorology has found that when low barometric pressure associated with changing weather fronts occur during such major operations there is a higher death and compications rate. They should go back and correlate incoming weather fronts from the notoriously bad Cleveland weather with each operation (data available from the Nat. Weather Service). Then we'll see...
