Jaw breakers are definitely bad and should be taken off a candys list because of the hazard it causes. People with hiatal hernias have enough problems digesting food in public much less have these stupid jaw breakers at movie theaters. They should replace things like that with apple juice for people with high blood pressure. Movie theaters are a heart attack waiting to happen with all the caffeinated beverages and buttered popcorn.

Why don't you bother to cite some actual numbers so there is a context into which to place these "massive" risks that are suddenly something that needs to be addressed NOW with yet another government diktat telling yet another industry how to do its business.
How people lived for centuries without endless government edicts controlling every single aspect of their lives is just hard to believe.
The cost of all this? A mere piffle. Of course, five or ten million piffles add up to real money, even in Obamatopia.

Here's a solution, use your common sense. The hotdog and hard candy have been around for years. Try slicing the hotdog length wise in half or in quarter before giving it to young children. Try not giving hard candy to young children. That's what thinking parents of children have been doing for decades. Government policies to fix these rediculous hazard claims is retarded thinking. People need to get as smart about rearing their children as they do about preparing themselves for the work force. The problem stems from Mother's working outside the home for deccades now, and not having taught the basics of responsible child rearing to their own children. Manufacturers should not have to bear the burden of all stupid people. Does it take a warning label to tell people that if you place a heavy object (like a TV) on an unsturdy surface, it might topple over and hurt someone? Do we really need a warning buzzer on our cars to remind us to buckle up? I could go on and on about mandatory regulations placed on the wrong businesses due to the stupidity of humans. It is out of control, and costly too. Would be more cost effective to teach this in our schools, which is also a cop out because it should be taught by our too busy parents.

What you dont cut up your food for your kids? your supposed to cut up there food for them?
In my experience your supposed to cut up your kids food for them to ensure they dont choke. hot dogs should be discs or even that in half of that.
the thing with candy too, but you can't cut that up so if it looks like a choking hazard you dont give it to your kids.
you dont give a 5 year old a jaw breaker. I think this is basic stuff one would learn in parenting class
