As a former smoker who quit without any aid, I know that it can be done. Just outlaw the practice. Then throw em in jail for endangering others with their habit the same as for any other assault. They will quit, or be treated as the active drug addicts they are, and everyone benefits.

Since extensive published research shows that smokeless tobacco is 98% safer than cigarettes, and only 7% of smokers successfully quit smoking with nicotine gum, patch or pill, why not aggressively encourage smokers to switch to smokeless (SwitchToSmokeless.com)?
