1. There are more than 21 million children under the age of 5 in the US. For twenty of them to drown in portable pools in one year may be a family tragedy, it's certainly not national news, nor is it of any statistical significance. Riding in a car is more dangerous for young children, statistically, than having access to a portable pool. In 2002 (for example), almost as many children 4 or under died from homicide as by drowning (drowning = 9.35% of all deaths; homicide = 8.7% of all deaths).
2. 209 deaths in nine years is considerably fewer than one every five days, which would be 657 (73 x 9).
