In the government ratings of 1 to 5 stars to nursing homes in the category of performance, quality and staffing, North Carolina ranked 10th with the worse rating of 1 star. The one star was for adequate overall staffing. States separately regulate staffing levels in nursing homes. CMS have four levels of staffing requirements. (1) States that meet the Optimal Level, (2) States that meet the Preferred Level,(3) States that meet the Minimum Level and (4) States that fall below the Minimum Level. North Carolina is in the fourth level with the amount of time spend with each resident. That is the justification behind ranking 10th.
