That's Crap!
Everyone knows that individuals with certain blood diseases are permanently barred from ever giving blood, thus making them also ineligible to participate in this program. That would be defined as selective discrimination.
For those with HIV/AIDS, it's a violation of the Americans With Disabilities Act... and probably several state and municipal laws regarding the same.
Although the idea is well-meaning and their intentions are honorable, the fact remains... it's discrimination.
