Yes, it can reduce some risks but not 100%. From the survey on a Herpes site named" HerpesLoving com", 80% people use condom but they being positive also.

Sex education and science should not be taught in schools. People get diseases because they partake in sinful behaviour and deserve it, jesus said so in the bible.
