This is really not surprising since many people do not go outside during the peak times of the day and they wear sunscreen when they do. It's also very difficult to get enough vitamin D during the winter months from the sun. The UV index must be 3 or higher and this just doesn't happen in the upper three-quarters of the US in the winter. Vitamin D in the northern latitudes
I find it remarkable that there's no mention at all of the fact that if you live north of New York City, between the months of October and April you could walk around naked in the sunshine and not make vitamin D (granted that you'd also suffer from frostbite...). There simply isn't enough UVB to generate it in the skin, even when the skin is exposed to sunlight (which it generally isn't, because of the cold). That means that we northerners need to make doubly sure we supplement our intake, since most of us don't go out into the sun enough during summer months to store enough vitamin D to get through the winter. My mother, a Maine resident, spent 3 months in Florida this winter and upon returning, STILL tested slightly deficient for vitamin D--after 3 months of daily sun exposure! That says it all.
